Personal Objectives of Permanent Secretaries Released reports I Hate Performance Reviews

(EMAILWIRE.COM, January 24, 2013 ) San Francisco, CA -- Various Ministers stepped up pressures on Whitehall senior civil servants recently, as they published the personal objectives of 15 permanent secretaries, as well as Cabinet secretary, Sir Jeremy Heywood, and other civil servicemen such as Sir Bob Kerslake.

Cabinet office minister, Francis Maude, stated that all the permanent secretaries were subject to reviews per year, and for the first time the formal input from ministers on their performances would be included.

The individual objective of said secretaries are not one in the same with the wider department and plans, and are designed specifically to show areas where such secretaries are expected to dedicate energies.

Maude stated that the proposal was not part of the contractual model between servants and ministers, but that it would be a tool to increase transparency and linking actual performance to pay.

Kerslake stated that the reports would not be published, however.

Maude published information on the operational and commercial experience of the secretaries from each of the main departments. According to the publishing, nearly a quarter had what were considered high-level operational and commercial experience prior to respective appointments.

Maude noted that he could seek to ensure that half of new appointees would meet proper requirements of sufficient levels before being entered as permanent secretary of any sector.

Maude also noted that he preferred ministers to have a choice when it came to choosing potential permanent secretaries: "I don't think there is any deep-seated principle that if a minister is given a choice that in some way imperils it being fair and open appointment on the basis of merit".

Kerslake did accept that Whitehall had gone down the wrong direction in terms of women working within the department, as the publication suggested.

The Center of Future Architectures Research opens today and has involved 14 other major research institutions. C-FAR aims to harness both the power and momentum of reliable interest in the future of tiny transistors that will emerge over the next 10 years.

Transistors are the building block of many of the modern electronics. Currently, more than a billion of them are used to help compose the integrated circuit that is found in todays cell phones and personal computers. C-FAR is to start the support design for the next generation of such computers and gadgets, that will enable applications functionality. Such applications will be computer vision, speech recognition, higher levels of graphic capability, and “big data” analysis.

C-FAR is not alone in its venture, as there are five other centers announced by the Semiconductor Research Corporation. C-FAR will work with the other research projects, all of whom are charged with guiding the society throughout the autumn years of Moore's law. The law assumes that the industry will be able to shrink transistors enough to double the number that fit in an integrated circuit every 18 months. However, the law has its limitations and the average electronic mechanism is now running up to that limit.

"It's a challenging time as we approach the end of Moore's law – not tomorrow, but soon," said Todd Austin, professor of electrical engineering and computer science and C-FAR director. "The dimensions of the transistors of today are in the tens of atoms. We can still make them smaller, but not without challenges that threaten the progress of the computing industry."

Valeria Bertacco, an associate professor at U-M stated the reason for trying to find new avenues for the tiny transistor advancements: “The Industry is adding more and more cores. Last year, your cell phone had two, next year it will have four. The problem is your cell phone doesn't do much more than it did before because harnessing all those cores is a challenge,"

Passwords Grammar Can Be Security Downfall According to Experts reports Click Studios

(EMAILWIRE.COM, January 30, 2013 ) Angle Vale, South Australia -- The use of a long phrase or short sentence as a password may not be as secure as some would want to believe according to some experts.

Researchers at the Carnegie Mellon University's Institute of Software Research have found that a long password that incorporates grammar are easier to crack than a short password without structure.

The researched tested nearly 1,500 passwords that contained 16 or more characters against a grammar-aware password-cracking algorithm. The equation found that grammatical structure can often undermine security.

Ashwini Rao, a Carnegie Mellon software engineer, stated that while phrases can make passwords easier to remember, the grammatical structure can significantly narrow possible word combinations and sequences need to guess correctly.

"We should not blindly rely on the number of words or characters in a password as a measure of its security," said Rao who is scheduled to present the findings of the study on Feb. 20 at the Association for Computing Machinery's Conference on Data and Application Security.

"I've seen password policies that say, 'Use five words,'" Rao said in a statement. "If four of those words are pronouns, they don't add much security."

Passwords that were used in the study were gleaned from published research papers on password strength that was presented at an IEEE security conference in 2012.

Nearly 18% of all passwords were defined with grammatical structures of two or more dictionary-based words, according to Rao.

Several passwords contained types of structures such as email addresses, while others uses sentence structure, and sometimes contained numbers in the place of letters (L33tsp3ak).

The research team described what was a proof-of-concept grammar-aware password-cracking tool. The team discovered that the strength of a password often had less to do with length. It found that two passwords of identical length can differ in strength according to the magnitude of its dependency on the grammar used.
